It has been heralded as one of the most significant pieces of legislation ever produced by the federal government—one that impacted the United States socially, economically and politically. But it almost never came to pass.

The Servicemen's Readjustment Act of 1944—commonly known as the GI Bill of Rights—nearly stalled in Congress as members of the House and Senate debated provisions of the controversial bill.

Finally, President Franklin D. Roosevelt signed the bill on June 22, 1944 prompting the Department of Veterans Affairs' administration (DVA) to carry out the law's key provisions: education and training , loan guaranty for homes, farms or businesses, and unemployment pay.

The Veteran's Advisory Committee on Education who recommends needed new education benefit programs and services ties it up with LaSalle College International, the first and only international fashion school in the Philippines, in servicing the dependents of the US military veterans by providing higher quality fashion education and preparing them to become the best fashion entrepreneurs and designers.

LCI is one the 18 branches of Groupe College LaSalle in the world with main headquarters in Montreal , Canada . It was established in year 2000 to share its mission and vision – to transfer technology and expertise in fashion design and fashion marketing and related fields, and to commit its resources and actively participate in shaping the future of its students.

The Department of Veterans Affairs believes that LCI consistently emphasizes quality fashion education as its organizational objective. With the help of its well-known faculty members, Danilo Franco, Gerry Katigbak, Edgar Mendoza, Marden Iglesias, to name a few, LCI has been true to its commitment. Students do not just learn the nitty-gritty of fashion design and fashion marketing but they are able to transform their names into fashion labels .
